This is a beaten topic for sure.

In arena players that are inactive cause grief to active players when ENY is high for their country. Especially during off peak hours.

Could there be a way for players to initiate a command to start a routine that would try to establish communication with a player who is inactive and in tower or flight (manned gun/gv/pt boat/plane - possibly sitting on ground)?

Something that runs low priority that would not cause problems with game play.

If no response within certain time frame, player is booted.

and...BOOM...ENY adjusts to realistic number!

No not at all. Guess I could see people trolling names to catch afk bombers too.

See how difficult a solution is to find. Could there be a good time frame that doesn't screw legit folks?

-1000 I've gone AFK for over an hour climbing in 29s. If your plan is put in place I would have been booted

So figure out the maximum reasonable amount of time for someone to reach the service ceiling , add 15 minutes, and boot them.

Wiley.
If you think you are having a 1v1 in the Main Arena, your SA has failed you.

Not a bomber pilot and didn't consider that. My apologies. Next time will wait to think things through more before posting.

I'm trying to throw out ideas that can be built upon to create something the community can agree to that will help the situation. Maybe there's a way to do this and not grief active players. Maybe not.

I most often fly planes not affected by eny so doesn't bother me personally.

But off-peak hours players deserve to have fun too. What can we do?

Reasonable is relative.

Is eny effected by those in the tower? If so, I could see booting tower sitters after 45 min, not folks in planes, trains, and  automobiles.

+1

But only for players in the tower. Even if you're climbing afk in a bomber or sitting in a tank you shouldn't be kicked, you're actually playing!

I agree. A big part of tank hunting is sitting still with your engine off listening and watching. So it should be situational based on who is just sitting in the tower or perhaps in a aircraft just parked on the runway doing nothing.
Fighter pilots win glory .... Bomber pilots win wars.

Just be more specific  :D I wouldn't have said anything if you said "in the tower or in a gun only".  :)

I think if they are afk in the tower for more than an hour. Or afk in a manned gun for more than an hour (no shooting for over an hour) then sure.  However, those who are afk in gv's or planes are valid targets, and are vulnerable to enemy fire.. unlike those in the tower.

So +1 for time limits of 60 to 90 mins before KICK in tower and manned guns. Not for Gvs, Fighters or Bombers (because I can kill them if I find them, can't kill people in towers  :D )

If we have something to show we will & do post shots, if we have nothing new to show we don't.

Because almost all players forget or were not here before the implementations of ENY. Before it was implemented a country could be out numbered drastically for months at a time. Not a few hours. The few complaints about  ENY are nothing like the gnawing of teeth were before ENY was implemented.

Also people have a strange belief that only their country has people sitting in the tower, when common sense would tell you that all countries would have a close to same % in the tower, and hence kicking them out would not have any impact on the ENY. In fact if you believe it could lower the ENY , it could just as easily raise the ENY.

This is the reason I used "realistic eny" instead of "reduce eny".

There are mornings when it's painfully obvious that one side (usually bish) has wayyy more inactive players than the other two. In this case it could reduce eny and help the bish. When inactive players are spread evenly between sides, then eny might not be such an issue.

I'm fairly certain that HT's policy is that any of his paying customers can log on and do anything they want as long as it involves not breaking the game. I'm thinking he won't go much further into coding a 'balancing system' than he already has.
