Hey Larry.
The reason behind all SEA terrains having to go thru the Terrain Team is that we are responsible for the stability of the SEA servers as it relates to the terrains.
What I mean by that is, there are things that can not done right in a terrain that can cause the SEA servers to crash, which is not good when you have an event going on.
What works offline or in a custom arena won't always work in an arena when you have 200-400 players in it.
There are certain guidelines we go by to be sure every thing works properly.
Now does that mean we always get it right and nothing ever goes wrong? Absolutely not, we make mistakes just like any one else does,
but we can usually in most cases fix a problem on the fly and keep an event from being canceled.
As far as the uploader goes, it does not catch all possible errors that can cause an arena crash.
