Weird Multiple Screens o Death

I recently upgraded to a new Vid Card as I was having heat issues with my old card. 

After installing the new card, I started running into problems with a black screen of death.  It is now more of a light blue and light gray horizontal lines screen of death. 

When I am in the game is when it usually happens.  Only happened one other time not in the game.  Was just monitoring emails at that time.

When it does happen in game, I am hearing the last sounds I heard when I booted. 

I am forced to turn the computer completely off and reboot.  Some days it happens more often than others.

The only common thing I have noticed is it appears to center around sound.  Whether it is sound or keying up on the mic.

I just recently purchased a new power supply.  This baby is 980W.  I am afraid to install it in fear of frying something but I believe I have a PS issue mainly because I am beginning to hear a really suttle buzz at the PS fan.

I am not sure what I should be looking at before I attempt to install the new PS and wanted to check with the experts before I do something I may regret.

I don't know if I am asking the right questions or providing goo dinformaiton but I have to start somewhere and begin eliminating things...

Oh...   And often, when I log back in, My advanced graphics disable.  I am usually able to get all that back up and running though, but sometimes I get booted again having to reboot the system.

I have updated all of the drivers and attempt to shut down any background programs I don't use. 

My system is pretty much dedicated only to the game and FSO planning.  I rarely use YouTube but sometimes do.

I think I have a sound card issue or a power issue as a result of sound card draw.

If you installed the sound drivers which come with ATI or NVidia, they WILL make a mess of your computer.

It could also be a power supply problem where the supply cannot handle the video card.

A DXDIAG output would be helpful.

Changing video cards requires things to be done in a very specific order to insure a trouble free experience.  It is not as simple as yanking out the old card and putting in a new one.

So you've got a new power supply but are hesitating to install it but you have installed a new video card? You're afraid of the wrong thing, changing a PSU is as simple as yanking out the old and putting in a new one. Basically. No driver cleaning, no installing, just four screws and a handful of one-way plugs.

What video card is it?  What power supply are you using?

I took my computer to a local repair place in Watauga to have the new Vid card installed.  They upgraded me to WIN7 or 8 from Vista.  Not sure which.

I will run the DXDIAG as soon as I get home tonight and post it for your review.

As for your new power supply: I tried to look for who the manufacturer of Cool Power is, but there's no mention about it on any of the listings I could find. The only sites mentioning it are those who sell it. Cool Power doesn't even seem to have a site telling how great they are. Looks like it's a new name on some cheap product. Stickers are easy to print, you know... Although it's brand new and has a warranty, I'd hesitate to use it. With luck it could work for some time, with no luck it could have some shortcuts already, frying your computer. If you can find an UL registration number in the sticker, finding information about the manufacturer should be possible. You should find it under a backwards R attached to a U, it's an E plus six numbers which you can feed into http://database.ul.com/cgi-bin/XYV/template/LISEXT/1FRAME/index.html.

I am using "standard" devices as best I know.  I haven't done anything with them.  The only changes that I think would happen is when I go through and do the update drivers options.  I go through monthly and click on "update drivers" on everything I can find.  Nothing special.
