They were called "blackout conditions". I'd venture to say that on any given night in WWII you would be hard pressed to find a light on in either London or Berlin. ...especially at the military targets. Turning lights on is not realistic.
The main point of night raids was more for the purpose of civilian strife. The horror caused by sitting in a dark room and praying that the plane flying over drops a bomb on somebody you don't care about rather than you, your friends or family is unthinkable to me. Now, if we could just get HTC to incorperate the general population of the towns into the strat... you'd have a winner.
