This is just part of your Canadian craftiness and subterfuge.  I've lived near the Canadian border most of my life and visited many times.

As long as its not full cans or the Canadian Gov will see it as an act of war , (American beer = chemical weapon )

That's assuming you can buy the beer there.  We rented a cabin in Canada (Gananoque, ON) about a year ago.  Just try to go buy a six pack after 6.  We couldn't.  In fact we drove back into the states for two six packs once.  They only sell it in these Beer stores that have limited hours, that have outrageous prices on anything less than a case, and apparently they are not allowed to display for handling any products.  In other words, they might have a single bottle on a wall for reference, but in general you have to know what you want and after you pay for it is rolled out on this conveyor belt from behind a flap window.

Now compare that to Quebec, (we also went to Quebec City for a week).  I got the impression that they might, from time to time, offer you a small bottle of wine or a bottle of beer every time you filled up with gas. 

Great food, drink and very friendly people wherever you went (Quebec and Ontario).
