Look at Waffle 's video setting tips in the Tech Support forum.

If you get a new video card make sure your power supply is adequate.

Upgrade video card , get a bad-ass cooler and carefully overclock the cpu.
Beware the CPU get warm easy so you need to monitor heat.
My ammo last for 6 Lancasters, or one Yak3.

Over clocking the CPU is unlikely to increase frame rate enough to make it worthwhile.

Without dropping too much money?

Try something like a GTX 660/670, if this is too much I can hunt around and try to find something smaller...

If you're willing to reach a bit, I've got a GTX 750 in my new computer and it runs AH max graphics (with the exception that specmap is 1 notch and shadows is only 2048) without any noticeable FR drops. It does sometimes drop but it's usually caused by a background program.

I would also look into upgrading your processor, assuming it can be removed... Just did some research into it and your processor has been discontinued. The datasheet for the processor is also saying that it should be soldered to the motherboard.

My local shop has GeForce 750s from eVGA on sale for 139$, which is just over 100$ USD.  This would be the cheapest and best bang/$ for that system to improve performance.  Outside of that, either a new PC or a faster video card are about your only options, as was already said, overclocking or tuning isn't going to amount to very much real world fps increases.  If you can afford 250$ or so, the nVidia 960 would work pretty well still with that system, you would certainly be able to run Aces High in its current version pretty well maxed out except for the environment reflections slider.
