What will this get me in AHIII?

Hi sports fans,

I left the game for a couple years but If I want to get back in methinks I'll need a new system. My current system barely ran AHII:
I'm running an Intel core 2 Duo 2.66
2 Gig DDR2 ram
ATI Radeon HD 5450

I don't know squat about the latest greatest hardware but again I'm looking for the sweet spot of value/performance so the latest greatest (most expensive) is ruled out unless somebody makes a good case otherwise.  I found this at Tom's hardware:  http://www.tomshardware.com/reviews/best-pc-builds,4390.html#p3
I'm looking at the $498 ITX build since it seems to exceed the preferred specs for AHIII:
Intel Core i3-7100
Asus Radeon RX 460 2GB OC Edition
Crucial 8GB (1 x 8GB)
ASRock H110M-ITX/ac
Integra SFX 450W (Bundled With Case)

What would this get me in AHIII - frame rate/eye candy/playability wise?
Can I cut costs and still get similar performance in AHIII?
Conversely, can I spend a little more and get a big leap in performance in AHIII or in general?
Am I limiting myself with the ITX & 450W PS?
ASUS seems to be the safe bet with motherboards, what is their comparable unit?
Are there new features in the game that I want to spend up to utilize?

I'm not sure what FR that would get you with setting differences, but I'd look at an i5 and an RX480 to be sitting pretty with AH3.

I'd say overall you are limiting yourself with an ITX, but that's mainly with upgrade paths. ITX is great if you need space and some parts are generally cheaper, but you'll miss out on upgrading a graphics card, adding RAM, and possibly overclocking (to expand the possibilities of a CPU you purchase) with an ITX build.

Yes, the video card is on the low side. A GeForce GTX 1050 Ti isn't much more expensive but it scores almost double and it doesn't need a power cord.

I'm quite happy with my system that I built using an i3 6100, so I'd be willing to bet that your bottleneck will be your GPU on the Toms Hardware system.  Also my puter engineer son talked me into staying with my old 400 Watt PSU and it has worked well with my system.  I have a 3 GB GTX 1060 (low power draw on this card), and the system runs AH3 quite well, almost all eye candy maxed out and using max textures on a 1440 p monitor.  The only graphics setting that is not maxed out is environ mapping set to 1.  Most often get frame rates of 70-75, never drops to unplayable levels.  You don't need a high end system to run AH3 well.
