Here is a new paste. This is after a 5 min recording session. The Quailty was still really low and only produced a 1.09GB raw video. I think i need to figure out my OBS recording settings.

These are good settings, its surprises me you found that quality to be poor.  The only thing you might change is to record as .mkv or .flv instead of .mp4.  If OBS crashes while recording a .mp4, the file is corrupted, but a .mkv or .flv will still be usable.

Other than that, all your settings are good.

You're not downscaling, so this shouldn't matter, but this can be a problematic setting, if you were:

The recording looked good, but some stuff was a little fuzzy compared to in-game. At that time I had it set to 30 for recording in Arma 3. I struggle to maintain 40-60 fps regardless of graphics settings. Unless I should always keep it at 60? I'll try lowing the CQP to 10 and see what I get.

Nah, 60fps is only good if your computer can maintain that rate reliably.

As far as CQP goes, 30 vs 15 is a huge difference, I bet that was it.

After further testing and recording I have finally gotten the raw recording to be much better in quality. Now I'm testing the settings you suggested through Sony Vegas, then Handbrake.
