Thanks!  Possibly a hydraulic issue resulting in no wheel brakes.  Most modern fighters have a tail hook for emergency landing issues.

I always thought the 15s should be carrier-borne, but no, the Navy wanted 14s instead.

Having worked on F-15 C,D and E models, I can attest that the arresting hook has always been a ground safety issue and a pain the the butt.

It is for the emergency or aressting barrier landings I don't think carriers were in mind. They are even a much different style hook and probably wouldn't be a good idea to use to land on a carriers, especially since the gear on an airforce jet would break under the stress of a carrier landing.  One of the main uses is for engine test.

Seems to me that the FB-111s at Plattsburgh, NY (1972-ish) were supposed to be modified to have those.  Supposed to be very handy if your hydraulics (or whatever they use to operate brakes these days) are toast.
