You are quoting a recommendation for lower budget -- in the future.
That has -- absolutely nothing, zero -- to do with the budget up to this point. Not unless future actions can travel back in time to affect our past.
Also, Presidents can (and do) give opinions, but they do not make budgets. Congress has the power to do that, as it sees fit.
It is totally fake and pure propaganda that anyone cut funding to the CDC and caused trouble getting out the PCR test.
Even so, regardless, it is cheap, fast, and easy to roll out a PCR test. I'll do it for you for even less than $1.5 billion.
Anyway, who says the best budget for CDC is $X billion per year and not $Y billion? You? Me? Is the correct answer "as much as previous administration year 2, plus $3 billion"?
