That big a delay sounds like a connection issue. Did you check the in game connection meter? Did you check a program like "pingplotter" to see the hops/connection speeds/dropped packets?
Details ! If 50+ people are having a big delay in the game, its a game/server issue. If its a single player, its something on your end. Dont be so quick to blame HTC

My time participating in-game and out has dropped by over 75% in the past 2 weeks. Been experiencing withdrawls too from the game
Connection is rock solid this morning. Black screen then immediately into some kind of screen reset where it goes black then something else then black again that last 3-4 seconds. This was immediately proceeded by a 2nd black screen event id like to call a cycle. I am maintaining a solid 80-90 ping. I am usually playing at 100-120 ping with regular freezes that are not frequent but discouraging when it happens at a critical time. Having 2 laptops that are 2 totally different systems, built years apart from each other, with completely different hardware, its discouraging my gaming laptop that runs just fine outside of the game has this issue more frequently than the crap laptop with bare minimum specs thats 4 years older.
No blame HTC's way until I have proof that is the case....
Im not here to make an enemy out of Dale. I understand it is just him nowadays. Lets look at this issue adjectively.
The product has a problem and it IS getting worse. The answer from the developer in regards to why this is occurring and how to fix it is....

My responsibility as a consumer and customer is to pay my subscription and enjoy the game.
HTC's responsibility is to provide a quality product and maintain support for the game. Thats just good business.
