Page up/down and Arrow keys not working for pilot view positions.

I can't seem to figure out why the page up/down and the directional arrow keys don't work for adjusting the pilot head position.  When I press the said keys, the head acts like it wants to move but sticks after it shifts ever so lightly in that position.  I'm hoping there is a simple solution.  Any suggestions would help.  Thanks.

Edit:  My apologies I just realized there was subset in the forum to post this.

It sounds like you may have an "axis" programed for you head movement, you can only do one or the other (use arrows).
