Bloody toilet broke..shutoff valve won't budge...Phoned Superintendant..Busy signal..Phoned emergency hotline..bUSY..left message...fugging soaker!.....putting rubber boots on and unplugging..PFFT!...

      Got a closet/room with a hotwater tank in it?
      Should have a main water shut off there.

not sure about canada, but in most of the states if your super' or landlord can't be reached in an emergancy, you can call an emergancy plumber and deduct the cost from your rent.

Was just trying to be helpfull.
Most weekends without onsite maintence it can take well over an hour for a response.Several times I  would have been happy if the tenate would have known or had been told how to turn off the water. ;)

Had to whack the shut off valve with a hammer to get it to turn off.Nice flood though..towels everywhere soaked most of it up and fortunately none of the water was "Kaka"...

So you guys there have the same problems....

My worst experience was when in 1999 there was a repair in an apartment over me, and Georgians who worked there disappeared after that damn explosions in September...

That bastards have cut off the heating radiators, and didn't bother to shut them. Then, in late-September communal service made a test run on a heating system...

3 apartments from 3rd to 1st floor completely flooded with rusty hot water. Great entertaining. I was wise enough to "dry" everything by opening doors and windows - neighbours who used electric and gas heating had their floor tiles like "storm waves"...
