Ahh, ok, I think I misunderstood you first. So, after you run out of the free hours, the regular pay-per-plane perk system kicks in? That sounds better.

The free time shouldn't carry on to the next tour, in my opinion.
However, would a system like this achieve the same thing: Give each player a certain amount of "start perk points" (separate from the players own perk points) at the beginning of a tour. Those points are used first, and once they're gone, the player must start to use his own perk points if he/she wants to use a perk plane. The "start perk points" would not carry to the next tour, but would be reset to the certain amount at the beginning of the tour.
And since Lazs will start his whine about this system as well, here's a variation just for him.

If a player has more perk points than the "start perk points" level is, he/she would not be given any "start perk points" at the beginning of a tour. This would put the players into a more level playing field and would not give an extra advantage to the players that already have huge amounts of points.
