No, was my first thought also, but klingon is more stylized :)

I suppose that it can be easily decoded asuming it is an english text and comparing the frecuency of the characters with the frecuency of letters in english (ETAOINSHRDLU).

Too lazy to check it myself :)

It supposedly is klingon - the font is called klinzhai.
