You need DirectX version 8.0a or later loaded on your computer.

You can get DirectX 8.1 from Microsoft's WEB site. Take care, DX 8.1 will NOT work on Windows 95. You did not mention your OS, so just wanted to be sure you understood that.

Just go to Microsoft DirectX site and follow the download link on the left upper part of the page.
