Perhaps it would be useful for the host, after some tripwire number of players all squelch the same person, to just not pass on that player's radio messages...
You'd want to make the number high enough that you'd need more than the members of a single squadron to silence someone. Say, a limit of 50. If 50 people in the same country all squelch a player, that player's radio traffic on the country channel isn't passed on by the host, and if 50 people in any country squelch a player, that player's radio traffic on channel 1 isn't passed on by the host.
