If it's Israeli land, Israel is running an apartheid state worse than South Africa's, because Arabs living on it are denied citizenship, most legal rights, and basic human rights.

You mean like the 1967 war, when the Arab armies overran all of Israel from their poitions on the West Bank? Israel is dominant in the region, even more so now than it was 35 years ago.
It's not about security. If it was, Isral wouldn't ration water to the Palestinians to 20% of what's allowed for Jews, which breeds resentment, and causes poverty, both of which increase terrorism.
Israel wouldn't allow the settlements, and the settlers who carry out pogroms against the Palestinians, which again increases resentment and poverty.
The settlements are there because Israel wants the land. The victimization of the Palestinians is there because Israel doesn't want the Arabs who live on the land.
