Sure, for testing purposes, that is in no way decriminlization for the rank and file. BTW, the sterioded genetically manipulated trees from this endeavour were gotten a hold of by some growers in BC, this is why stuff on the street has increased in potency in the last year or two.
Heck, there is VERY few prescriptions and permits issued for medical use, fewer than 300 in this Province yearly. Again, that certainly doesn't qualify as decriminilized. The cops here in Calgary bust that crusader guy, who has a permit, virtaully every month for either cultivation (illegal), distribution (same), and having more than a personal amount (anything more than an onze or so, and they ding him every time). Sure doesn't sound decriminilized for me.
If you truly think it is decriminilzed, I suggest testing your theory by lighting up a joint outside the entry to your local police department, then explain how you are certain that it is not a crime, and to leave you alone.

PS. Have your lawyer with bail money standing by, you'll need it.
I think you are mistaking "normalization" of public use with "decriminilization", which has in no way occured yet in this country as far as the criminal code is concerned.
