missing export DSOUND.DLL:12

I updated the current version the other day and have had some problems.  Now, I cant even get to ACES HIGH game front page.  I get an error stating ACESHIGH.EXE is linked to missing export DSOUND.DLL:12.  

Can anyone help me please.  Been trying to play for the last 3-4 days.

Thanks.  I downloaded the directx 9.0.  Seems to work ok.
