Look for "View Mode Flags" in the arena setup.

Check all boxes and save the settings.

You have to re-spawn if you do this inflight for the new settings to work.

IF, and I guess some do not, you read this whole thread, the answer has already been given about external views and the 'Gods Eye' mode.
Online they are host selected and you have no option to change them.
Offline you can change them.

Yup, I changed my settings a long time ago, and then saved them.

My offline settings include external views for all units and the ability to destroy friendly objects.  It saves time in destructive capability tests.
