The terrain requires you to have 3 country owned HQs.. but it doesn't say you "can't" have HQs attached to the zonemaster.. ie main field in sector.. Should it not be only that zone that's affected?.. I think so..

Why can't the country owned HQs be hidden or placed off the terrain somewhere?

If HQ represents Command and Control, killing it should disable INFLIGHT dar only. Local dot dar should still be available IN THE TOWER at fields with functioning dar.
