Gibbons, a member of the House Armed Services Committee and an RF-4C pilot during the Persian Gulf War, said a second benefit of 750 F-22s is that a larger buy "would slash the F-22's flyaway cost to about $74 million per aircraft — about the same cost as an F-15." According to a staffer in Gibbons' office, that cost figure was validated by both the Air Force and Lockheed and reflects the economies of scale a larger purchase would create.
A year ago, in constant 2000 dollars, the F-22 was estimated to have a flyaway cost of $83.6 million, according to service data based on a 339-aircraft purchase. This figure does not include research, development or support costs.
Also, Gibbons wrote, a larger purchase would allow the Air Force to replace both the F-15 and F-117 aircraft with the F-22, while reallocating "F-16 Block 50 aircraft to Guard and Reserve forces . . . effectively replacing three airframes with one." Both Hawley and the Gibbons staffer noted the ability to replace multiple aircraft with the F-22 would yield additional benefits because one aircraft means simplified logistical plans and lower operating and support costs.
