What exactly is the criteria for winning the "best dictator" award?

Points are awarded for style I think...kinda like the gold plated toilets.  Sadaam did well in that category.  I think the use of intimidation and torture was the clincher though.

I believe that his real talent lied in his ability to get gullible, greedy and envious countries like france germany and russia to pump so much money at him that they could no longer act morally (if they ever could).    He knew that they knew the only way they would ever get their money was if they kept him in power and in gold toilets.

hmm sure couldnt be war record.  Wasnt he 0-2-1 against other nation-states (and thats giving him a tie against Iran)?  It's sad that a race with the great past of the Arabs is reduced to idolizing a gang thug like this.
