yah, it must be great to sit far away from the atrocities and pretend there's nothing you can do... except sell iron ore or steel or ball bearings or something like that.

The International Campaign to End Genocide declares a Genocide Alert.

Washington, D.C., February 20, 2000

       Shocking new video footage of the results of killings and amputations in northeastern Democratic Republic of Congo were released in Washington, D.C. today by the Christian Blind Mission (CBM), which works in the area.  The International Campaign to End Genocide, an international coalition of human rights NGO's, made them available to the press.

       The amateur videos, released in raw, unedited form, include images of children being treated for deep machete wounds on the face and neck, amputees, spear and arrow injuries, many corpses, mass graves, displaced people's encampments and burning villages.  CBM's Central Africa representative, David McAllister, said the decision to disseminate the footage, which it began to collect in September last year, was an "appeal to the world to intervene quickly," after the crisis worsened with more massacres at the end of January.  The most recent massacres are the subject of one video.  The International Campaign's Director, Dr. Gregory Stanton, said,"These videos are the sort of early warning signs that should have resulted in robust intervention to prevent the Rwandan genocide.  Unfortunately, the expanded U.N. Observer Mission in the Congo will not have the mandate to intervene to prevent such violence."

       The ethnic conflict is in the Ituri district of north-east Democratic Republic of Congo, bordering Sudan and Uganda.  It is a densely populated area, with over 2.8 million inhabitants.  The conflict is between the Hema and Lendu communities, and bears many similarities to the conflict between Tutsis and Hutus in nearby Rwanda.  In June, 1999, the cattle-raising Hema minority were awarded land concessions by a Hema governor.  The Lendu cultivator majority protested and began to burn Hema villages and massacre Hema civilians, with retaliations in kind.  In the past seven months, there has been massive displacement of at least 80,000 people from abandoned villages and fields.  CBM estimates that 5000 - 7000 people have already been killed.  Doctors Without Borders (Médecins Sans Frontières - MSF) states that "The types of violent trauma injuries witnessed by MSF staff include bullet, machete, spear and arrow wounds, and burns.  It is notable that among the trauma injuries witnessed by MSF staff, patients with gunshot wounds are invariably Lendu."

       CBM, MEDAIR, and OXFAM have expanded their relief programs in Bunia but cannot get to much of the traumatized population.  MSF suspended its operations on January 29th after an attack on an MSF team and vehicle.

       The Ituri district is currently under the nominal control of Ugandan troops and a faction of the rebel Congolese Rally for Democracy (RCD-ML).  They are not reported to be actively involved in stemming the violence.  Several attempts to negotiate a resolution to the strife have failed.

       “The International Campaign to End Genocide is declaring a GENOCIDE ALERT,” said Stanton.  “The U.S., U.N., and regional powers must mobilize now to resolve this potentially genocidal conflict."

No reselution from the SC, No legitim action could be taken.

There was a international law, that garanted soverign states safety. This law does not longer exist and the power of UN is gone.

So the slaughter in Rwanda some years back must have been legitimate.  

The UN is a great source of security for people who have blind faith in bureaucracy.

The only real way to stop all this slaughter and genocide is to repeatedly say "Tsk, tsk!"

It takes a gazillion zillion repetitions though.

The WORST thing the world can do is go in and disarm the slaughterers though. Even if the slaughterees might like that, it just can't be done. That would be, well, possibly violent.

So, all together now...... "TSK, TSK!"

Ya gotta "Tsk" real loud and real often if you want to end slaughter and stuff like that!

Make an announcment on Iraqi radio and TV.. Tell them to come on in.. We'll give them and their families a very nice place to stay.. the Wye River conference center.. (it's very nice) debriefing and new training.. then send them back to Iraq in some type of leadership role.

That's what I would do.


Nothing really new, the same thing had been done in Germany, Austria and Italy after WW2. A lot of people, ex-Nazi and ex-Fascist had been hired again in the new governaments, polices and so on ....

Perhaps, but Christ himself violently threw the money changes out of the temple.  So, if it's okay do be unforgiving with mere money changers, it's probably okay to be unforgivng to ANYONE associated with the merciless slaughter of women and children.

Nobody said we were going to hang them, did we.  But, giving Tariz Aziz a job in the new Iraq is equivalent to having given  Goebbels a job in the then new Germany.  I am sure that the vast vast majority of the civil servant functionaries will stay doing just that, but as far as the Deck of 55 is concerned, I don't think there is any way they should be allowed to shrug off repsonsibility of propping up SH for decades.

And as far as living far away, I might suggest that while you are far away, you a located right under the great circle path of most ballistic missles, so you should go ahead an start digging that fall out shelter, just in case.
