Also how about when all the fuel has been destroyed you can still launch a set number of aircraft dependant on the number of FHs or BHs at that base. This would indicate any aircraft that had been fully fueled but has been sitting on a dispersal somewhere on the airfield. As soon as these aircraft have been used then the fuel goes down to its damaged state.

Additionally we have GVs that can transport airfield supplies. How about a GV Fuel Bowser that can spawn at its own VH or from a nearby V base (can only spawn if there is a minimum of one fuel bunker left). They can bring enough fuel to launch a set number of aircraft but these aircraft MUST be sitting on the runway awaiting fuel. In other words if you can spawn an aircraft with 25% fuel you wait on the runway until the fuel bowser arrives and the bowser drops its load (like GV supplies) and you press the button in the top left corner to top your plane up with fuel. Each time you press the button it tops your plane up by 25%. Perhaps the bowser can only carry 8 or 12 loads?
At least this way you get a chance of refueling your plane from 25% to 100% at the same airfield. If all your frontline fields, including V bases, have been porked then so be it - you can't spawn a bowser. I think this would keep the furballers and the strat guys happy. (In WW2 if your bulk fuel installations were destroyed you'd just have new ones contructed and in the interim have fuel bowsers from nearby bases).
