"Basic concept would be that every time some one uses profanity or abusive behavior,or whines. A multiplier is lowered. This multiplier is applied to the jerk's planes hardness, thus lowering it.

It recovers over a period of time where that person playes nice with others. Or posibly by helping out new players.

No idea how I could monitor the behavior. "

Do it for the profanity/abuse.  Whines are a necessary aspect of this game, and generate much that is useful.

The system currently is far from perfect.  I've seen too many times people using creative spelling techniques to get around the built in censor and not get flagged by the moral police in place at all.  If it were even once applied unfairly, with favoritism, or even a slight lean to one side, people would have every right, without contention or argument, to leave the game entirely.  Then where would HTC be?

The punishment you propose is too severe.

HT has an idea brewing that sounds good.

Monitoring is not really a problem I would think since you have people in place doing the monitoring, and filters on the text buffer.  A better system of interperating the degree of transgression and applying it fairly is needed.  Beyond that, you could implement any system that thumps your trunk.

I like ghosth's idea.  

Instead of having the plane physically weaker, it would increase the frequency of failures.  

When you first start playing it is impossible to have a failure.

Players should get some sort of "mark"  (like a little symbol or something) when they are "bad."  one mark makes some failures happen rarely.

More marks would increase the frequency of failures.

Eventually if you get too many marks you are dead and muted.

Failures would mean like fuel leaks, gun jams, instrument failures, engine failures, etc.

Either way, they would have to work harder. Both are good ideas, the real problem is applying it equitably and fairly.
