Let's take another approach.  Make sure you have no programs running on the desktop.  What does the CPU usage look like in the Windows Task Manager (Processes tab, lower left corner)?  Watch that number for a minute, or so.

You need to contact your ISP and show them that data.

Considering the problem seems to start right at your Internet connection, you need to have them check it out.

If you are behind a router, try power cycling it, leaving it off for about 1 minute.  That is what they are going to tell you to try first.
