The caps were only recently put in place after the the people of California demanded it after seeing monthly electrical bills quadruple and suffering rolling black outs.  A few businesses (mostly mom and pop stores) had to close down because they could no longer afford to stay open due to the increased costs.  Before the caps were put in place by the PUC, the state pretty much bought the power from the highest bidder.  In Grey Davis case, there has been ample evidence he manipulated the energy crisis for the sole purpose of political gain.  There is also evidence that he ordered electricity purchased from a company that was over-bidding the other electrical companies by over 200%! And no Enron wasn't the company in question.  

It's also silly to blame Enron for California's energy woes because the idiot in the Governor's Mansion is far more culpable but then the Democrats will try anything to tie something to Bush/Cheney.

Fact:  California govt spending went UP 40% during Davis's tenure.  This, in spite of the fact that the economy was slowing, and the .com bubble had burst.
I suppose that's Bush's fault to eh?  Whacko!

Hey it's Cal....if you can have Gov. Moonbeam...lol!  Actually Brown wasn't bad at all.

Anyway..I'm not saying Arnold would be better, I'm saying that Gray might not be good at his job.

Also, for some strange reason, I do believe Animal to be a Genius!!

well grey davis is leaving weather we like it or not even if this recall doesn't work (which it most likely will) we just have to put up with him till november january 2004 and also at that time we can try boot bush out of president:D  im not allowed to vote so i cant but if i could i would vote aronld (how do you spell his last name again he was in terminator) in yto cal governer

Davis' term ends in 2007 and clearly the right to recall is there.

Given the situation, it makes sense that if he truly NEEDS recalling, it'd best to do it early in his term rather than at the last minute.

Seems like it's up to the voters of California to decide if he needs recalling, not anyone else.

I personally doubt that recalling Davis is going to change the California economy all that much. It'll recover when the rest of the US/World economy starts to move.

OTOH, it's never really bothered me to see politicians being made to bow to the will of the voters instead of simply doing whatever they want except while running for re-election.

So, the CA voters will do what the CA voters will do.

florida has no income tax, 6% sales tax, a county can add 1% to sales tax with the extra money staying in county for public works.

florida also has no state debt, fla constutition forbids the state going into debt.

i guess we all justa bunch ah dumb rednecks, yeehaa.
