This is not about destroying homes as punishment, what they are doing is widening the security area between Egypt and Gaza from 30-something meters to 7-800 meters. There is also plans to dig a 20 meters deep trench (down to the water-level) parallell to the border to prevent new tunnels.
In 2004 alone the Israelis have discovered and destroyed 90 (!) tunnels.
