Do you know what "voter mining" is? Its finding the unsigned ballots in the last moments of the election, then rectifying only those votes for you candidate. By this late stage of the game, its too late for the opposition to rectify invalid votes. Thats essentially whats happening. Luckily we have a state constitution that the judge's outcome was based on for these votes. They make locks to keep people honest because we live among democrats.

From the report you posted they were verifying signatures, not signing unsigned ballots. But, since you didn't post a complete story or link from a legit news source, who knows.
