In most schools today the admin feels like it has no choice, even in the situations it does.
When I teach at the PD academy, I feel for the officers who get called to be school resource officers. In the old days, when two kids got in a fight the football coach would grab both of them by their necks and drag them to in-house for a few days. Try that now and see how many lawsuits get filed. Besides, most admins are terrified that the next Columbine is about to happen at their school.
So what do they do? They call the guy with the badge and the gun for the slightest infraction. Except he's required to submit a report when it happens. And then the county attorney must figure out a way to deal with it. Becuase if we hammer the kid, we're over-reacting. If we dismiss it or don't file charges, then nothing is happening to the kid because there's no school punnishment. So we're saying their behavior is OK. So we have to figure out some other course and it ties up the system rather than helping or going after the kids who really need it.
With any luck, the county attorney in this situation will have the kids seen by a shrink and they will say it was just a case of boys doing stupid crap. Then the charges will be dismissed.
