Currently to get 'insta' repairs you just land your a/c, type ".ef" and then take off again. Prolly takes less than 5 seconds from the time your wheels stop.
We're talking about landing, taxiing your plane over to a hangar, navigating through the entrance and stopping inside, then waiting at least a full minute while repairs are performed. Or perhaps 30 seconds per repaired item; the time isn't really critical. While the repair is going on, you can use external view to look over the damage to your a/c, and listen to the hangar sounds of hammers, air wrenches, welders, period music on the radio, etc as your plane is slowly put back into shape.
That's about as far from a 'power up' as I can imagine, certainly requiring more of an investment of the pilot's time than landing hot and replaning immediately.
Really, its just an extension of the same logic that brought us the refuel/rearm pads. I don't view those as 'power-ups'.
Not all damage might be repairable - maybe if you've broken an engine or missing full sections of a wing, the ground crew marks it 'salvage' and can't repair you. And pilot wounds would not be repairable. But for missing control surfaces, fuel and radiator leaks, gun damage, and minor bullet holes they just patch them up to get you back in the air.
Of course, those who don't appreciate a change like this remain unaffected - they can continue to land and replane at will.
