However, on reflection perhaps I don't understand you, and don't understand Finns. So, indulge me with some dialogue, please...
Do you folks in Finland find it acceptable for people who drink enough alcohol to become intoxicated to then misbehave in ways that are offensive and perhaps dangerous to others around them?
Or is it that in Finland people are such skillful drinkers that they never cause problems as a result of their intoxication?
We do have laws here that prohibit public intoxication. However, our police do not seek people out to test whether or not they are intoxicated. These laws are only enforced when someone is being a nuisance to others, is being offensive to others, or is engaging in behavior that may be dangerous to others.
In cases like this, the police officer who responds may choose to enforce the law regarding public intoxication if it seems appropriate. Doing so may simply be the most appropriate thing to do because in fact, its the person's intoxication that caused the problem which required the police officer's attention, and in this way the person is removed to a safe area (jail) so that the immediate problem is alleviated without other citizens having to become involved as witnesses, etc.
I hope I haven't wasted my time here explaining the obvious to a dumb-ass, and that this has been helpful.
