Contractor licensing in NJ

"NOTICE TO CONTRACTORS

You may be Required to Register
as a Home Improvement Contractor

Home Improvement Contractors Must Be Registered with the Division of Consumer Affairs by December 31, 2005"

this is new to this state. Up to this point to be a home improvement contractor all you needed to do was register your trade name with the county  and state in order to collect and pay sales taxes.
You didnt even have to carry liability insurance. (Now as of Dec 31,2005 a 500K per occurance min)

Ok, now I have no problem with this. In fact I welcome it as there are alot of guys out there who arent even registered with the state to collect and pay sales taxes, Have no insurance.

Now for me Sales tax and insurance isnt an issue as I have insurance and pay the sales taxes. and even getting the licence isnt really an issue.
But

Problem is they never bothered to let the contractors know of this new licensing requirement. And the only reason I know is because my brother in law happened to stumble across it on the web.

Now one would think they would send out a letter to every contractor registered to collect sales tax of this.
I know they sure as hell made sure they notified me in advance like 5 times that we could no longer send in their sales tax by mail but now HAVE to do it either online. or by phone.

Yet they dont notify us that we will now have to be licenced by the state to legally be in buisness.

Again. I have no problem with having to obtain the state licence. Its only a $90 per year fee plus proof of insurance
The problem I have is with the lack of notification of this requirement.

Why? Because had I not by chance found this info out I would be operating for god only knows how long without one not knowing I needed or that there even was such a thing in NJ.

And if I got caught. First time offence carries a penalty of up to $10,000!

Wouldnt that have been just grand?

Oh you can however be exempt from getting a licence.

If your net worth is over  $50,000,000

LMAO if I was worth that much I sure as hell wouldnt be doing home improvement contracting
