Because they knew the rules, and they knew they would be enforced.
I think HTC recognizes the problem, which is why they've increased the number of moderators. I agree 100% that squelching leaves the stink on the channel, and many will not protect themselves by squelching. Doing things right means changing the abusers behavior -- but
"Abuse" is real, but not easy to quantify with 1's and 0's. So, the human element is crucial. Solving the abuse issue will take a large number of moderators in order to have adequate coverage, and fair application of the rules will require that the moderators be trained.
That takes time.
HTC has recognized the problem, assessed it, and come up with a plan. The mere fact that the moderator force has been increased means that things were being addressed even before the issue slopped all over the BBS. Remember that while we addicts get annoyed by the nastiness, HTC may lose potential long term subscribers because of a dysfunctional few. The stakes are higher for them than for us.
Lets see what happens, and chill out for now.
