Here's another item for American citizens to not be at all concerned about:
There quite a few state governors upset at the Bush Administration's effort to usurp Control of the National Guard away from those States and place them under Federal control for missions such as riot control and disaster relief. These have always been state missions, under the Governor of that particular State, to be done by the "State Militias".
This was slipped into a 2007 Defense Authorization Act without any debate and passed late last year.
Democrat and Republican Governors all oppose the change and state that the provision was not discussed ahead of time. The Senate Armed Services Committee Chairman, Sen John Warner, R-Va stated "The provision was fully available in the public domains for review and debate for over five on this prior to its final passage in the House and Senate, and approval by the President." Probably had something to do with a locked cabinet in a sub-basement of an outlying government building somewhere in Washington D.C. All very Douglas Adams' The Hitchhiker's Guide to the Galaxy.
So, as to Command and Control, the State Militias are not really State Militias any more.

Disneyland on the Potomac: sometimes it does begin to resemble 1930's Germany.

The the proles will allow it to all happen.... to busy watching American Idol and such.

i don't understand, the federal govt has always had the ability to federalize the guard, as i understood the state could activate the guard and the state would pay all expenses, or the state and the federal govt activate the guard and split expenses, or the federal govt activates the guard and pays all expenses.

did i miss something?

Generally, the Federal Government could Federalize the Guard for overseas deployments (war and disaster response) and in domestic use for National Security (usually in consultation with the State Governors first.... happened a bit during the 60's for war protests and civil rights).  For public riots, prison riots, natural disaster response, and more "local" response scenarios, it has usually been kept within the control of the State and Governor.  

The change that was added, not debated, and passed in the 2007 Defense Authorization Act bypasses the Governor's authority over the State militia.  There was no debate on this, and the various governors were not consulted.  Much of the various State Guard budgets still come from State coffers.  The Act pretty much takes the Governors out of the loop for many things. This would also take power away from the State appointed military and civilian leaders of those state militias.  

This unilateral change on the part of the Federal Government is just another State power, right, and resource being taken away from it.  Where does this begin and end?  Why was there no debate?  Why were the Governors not involved?  Just one more power grab out of D.C.

In of itself, it's not earth shattering, but it is one more data point in a growing trend --- hence my first quotation.
