Normally there is an LED on the motherboard which stays lit as long as the power supply is connected and the master power switch is on. What color is that LED? Shoudl be green. Some motherboards will change its color to indicate a problem, or not light it at all.
Lightning strikes are just nasty. If you cannot get to the BIOS, then you might consider checking the voltage levels on the power supply rails to see if they are actually at the right levels. Just take a volt meter and measure the power from the supply. Various good readings: 3V, 5V, 12V, -5V, and -12V. If ou get a reading way outside of those, then there is a good chance the power supply is toast.
Once you have determined the state of the power supply, I would replace the motherboard. If that does not fix it, then the CPU. If that does not fix it, then the RAM.
If you have access to an oscilliscope, you can test the various components to see if they are working, but you would need the schematics to the motherboard.
