I think that the important thing to note in the story is that...

There are very strict gun laws in DC that the law abiding must live by..

the psycho who invaded was armed.

The psycho was in complete control of the situation... it amused him to let them live and be unharmed.

If he wasn't in a whimsical mood...  he would still control the situation.

he simply let the sheep go that time.   Next week... may not have the same outcome... not even with all the same people involved.

He may still drink their wine but... only after the rape and murder is over.

It is "easy enough" for any person to get any gun in any country.  I could get any handgun I wanted in any country that has banned them.
