Rule Clarification

A few things were mentioned in the orders for this last FSO, and it brought to mind a few questions in general. No problems, just a little unsure of it:

We all know of the requirement for attackers having a certain number and timing to meet the required attacking target rule, and if not met defense points or offense penalties are awarded.  But it was stated again this FSO on the defense requirements for each target. 

How is that verified?
What is the maximum perimeter the defense has to be in from the target?
What are the penalties for this and how are they determined?
In some FSO's there are defense points awarded for targets not hit or completely destroyed, shouldn't there be the opposite awarded if the offense gets to and hits the target before being discovered?

Just a few questions, as I said, no problem with anything specific.  I always see these rules and restrictions added, but have yet to see any clarification as to the definition, control, verification and penalties on the defense side as it is for the offense.

General answers as it varies by CM and I'm only the web guy who's been on the team for a few years now:

Defense and Offense objectives point out a minimum size that must be deployed to that objective.  Usually that is around 15.  For this event, GD lowered the required minimums to 12.  How it is checked is by review of CiC orders.  Usually the Admin CM requests and is given both sets of orders for the frames.  The defense side is usually taken care of by the base being wiped off the map if the CiC didn't assign adequate defensive force.  In the case of squads assigned, but not showing up and/or failing to meet their commitments, it is handled in a direct manner with that squad's leadership staff.

As for the offense getting to a target before being discovered, the points they get is unfettered access to destroy said objective.  It would be very hard to award "extra" points for the successful strike. 

Regarding max distance, etc. this is not something we've chosen to put into a rule and would be dealt by each CM in their own manner.  Certain maps and designs allow for a screen to be put up, others like CV defenses usually require a 360 degree picket line to be setup for effective defense.  If there is a complaint about not defense, it may be looked into to see what occurred and if a violation is deemed to have occurred then points penalty will be assessed and the squad will again be talked to in a private manner.
