Im hoping thats what HTC did about the 'bomb-and-bail-for-rank' issue
It was aimed at the classic "bombNbailers" because they usually watch their bombs hitting first, and those few that didn't could easily adjust by doing so. Having to wait 10 additional doesn't "hurt" them.
What it was meant to prevent (and it succeded at that) was single guys flooding a maproom at ports or coastal Vbases with hundreds of troops all on their own, or upping a PT every 3 seconds and firing more torpedoes than the IJN during the whole war
Of course, as few people are reading release notes at all, I saw many a base capture fail when the troops simply vanished seconds before entering the maproom - the releasing player had obviously upped another m3
On the OP: The player dropping and bailing dies pay a price for that: If the capture succeds, he doesn't get anything for it but a fuzzy warm feeling. No points, no score, no perks.
Sounds fair to me.
