When did Hitech change it from 800ft?

It was never truly changed... It was a matter of whether if it was dropped 800 AGL or did the object drop a distance of 800ft... It was what? In 2006 with a torpedo fix? Or around that time?.. Whatever.
The boiling pot is put away and the crab has gone back to sea...

you dont have to be at 1,000ft AGL.
The bomb has to travel 1000ft. I like to run Bostons or Tu2s at 300ft AGL and level bomb. 300' of alt and over 300mph the bombs will travel 1,000' and boom! hanger destroyed or tank if you can figure out where you need to drop at. practice flying at 300' and 300mph+ then drop on a barn when it falls under your prop and see where you hit. then adjust as needed and there ya go.

The reason I have read there is a 1000 foot travel requirement is the WWII bomb fuse was hooked to a propeller on the front  or rear of the bomb. The propeller was there to keep the bomb from being "armed" until after it was released.

If the bomb hits before the fuse has time to arm (1000 feet it what it takes in the game), it won't go off.  Make sense? 

BTW, if you got your wish, you would die to your own bomb's blast more than you would like, and would wish your wish didn't come true.

That was my job in the USAf for several years.

It is dependant on the fuze(s) used.  In WWII,the majority of fuzed were impact type - and I believe could have a delay charge installed. 

The fuze "propeller" had to spin a certain number of revolutions before aligning its internal firing pin, allowing the bomb to detonate on impact.
