Optimizing Video Settings....Help!

I'm wondering if anyone has tweaked their settings within the video cfg file?

The reason I ask is I have a Voodoo 5500 (AGP) and a P3 550.  Everyone insists I should have more FPS than I do...I've got some third party drivers that let me overclock the cpus, plus make a variety of other changes.  I'm only seeing 17fps on average, with occasions jumps to 32fps.

I have MIP Mapping enabled and I have th CPU's (5500 has 2 cpus) at 186mhz, up from the stock 166.  But, there are OODLES of things I can set/force on the card.  I'm wondering if some gurus can suggest what kinda FPS I should be seeing and how to tweak it, within the card and the Aces High video config settings.
