They will work.  PCIe is always backward compatible but you won't be able to take full advantage of the higher transfer rates.
Except there is no advantage at all - today. Nowadays fastest cards only use about 50-60% of the PCI-E 2.0's bandwich.

question : what is full res to XxDaSTaRxx

for me its full HD 1900*1080 32-bit graphics, for someone else its 640*480

For me it's 2550x1440, and I just broke down and purchased a GTX 770 to replace my Radeon 6570.  Running at that resolution with all the hi res and eye candy, my card would give me shutters.  I am looking forward to the 770.

is the 2.0 vs 3.0 a MB hardware difference or MB driver BIOS software difference?

A bit of both. Just like USB2 and USB3 - the newer version requires compatible hardware but is backwards compatible.

Display card bandwiths have not scaled as fast as the PCI-E would allow, therefore there is no practical need for PCI-E 3.0 using any of the current hardware. In the future that may change naturally but even then all the rest of the subsystem will have to be able to utilize the bandwith to get benefit from it. That's why it's possible that even if you get a fancy PCI-E 3 board now, in the future when you find a device that actually NEEDS it, the rest of your system is way too dated to fully utilize it anyway. Just like chances are that by the time you can fully use your PCI-E 2.0 lanes, the motherboard that you're using will be hopelessly outdated along with it's cpu and memory subsystem.

Having said that if you can get a 3.0 version now with no price premium there's absolutely no need not to do so. Just keep in mind it's not a must.

update slider?   Yes,, but i have since backed it down to 1/3rd,, all other boxes checked!
It will run 60 fps with the sliders maxed but the picture seems clearer with that one backed off a bit,, not sure what it does ?

Since this build, I've seen 57 fps once. All other times it's 60

If so I would think that AH code can't properly utilize the GPU.

Still holding 60 fps at all times except transitions like hanger to tower and stuff,, 57/58/59 at those times,,
Have not had any problems since the new build!
The better card,, 290 ,,would be nice and might give me more,, but I'm not sure how much better it needs to get?
I've not turned anything up, it's all set at factory specs,,,,, the solid state hard drive made a ton of difference when I put it in a year ago or so as well tho,, I did go ahead and put an 850 power supply in. Total spent was a little more than I hoped for, but I doubt I'll be spending anything on it for a good while,,,, $1150. Not including the SSD

I purchased my MSI GTX 770 with a Newegg coupon and $15 rebate for an end price of $299.  IMO, that's a great deal for a card with 1526 CUDA cores.  Sign up with Newegg for their Shellshocker deals and watch for the best price on the card you want.

Here is the card I bought: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127741

Was looking at 660s when I found this card.  Does anyone know if it is a good brand or not.. http://www.newegg.com/Product/Product.aspx?Item=N82E16814500307&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=
unless zotac has made some leaps and bounds improvements in their quality very recently, i wouldn't touch it.
