There is no protocol, just the decision to extend courtesy based on what you can observe about the engagment that is happening in front of you.  Quick rule of thumb for myself: If I am in no way threatened by the bad guy in the engagement, then I stay out (unless help is requested or obivously needed).  If that red guy turns towards my plane and gets too close then I will engage without remorse.
