They appear to have issues.
Any 'issues' are rapidly fixed, but most seem to be caused by players themselves making mistakes; hitting 'boost' while in a station and crashing into the walls being a common one.
I refuse to play Elite until they at least fix the issue of the police attacking you for absolutely no reason.
Carelessness when firing guns so that stray shots hit System Authority ships (police), resulting in them shooting back can be avoided! There is no equivalent of Killshooter in Elite, so it's a bit like shooting friendlies in a scenario, except they instantly turn into enemies and will kill you. So, watch where you are firing and avoid hitting the police and they won't attack you.... simple.
I can honestly say I have had very few issues in over a year of playing the various testing stages of Elite: Dangerous and none since release just under three weeks ago. Police
used to interdict all players regardless of whether or not they were 'wanted', but never went on to attack any player who was 'clean'; however, changes were made so that police don't interdict clean players at all now - any interdictions I have had recently have been from pirate NPCs and I usually manage to successfully evade them. Even if the evasion fails I have always managed to boost away until the frame shift drive is ready to use again and jumped away.
Another problem people seem to get caught out by is non-payment of fines for things like loitering over landing pads or in station doorways. I don't think it is easy to miss the text warnings given before and when fines are imposed and, although annoying if a bigger ship was to blame for not being able to get away from a pad or blocking the doorway, paying the fine as soon as possible avoids the non-payment turning into a bounty after 24 hours and your status changing to 'wanted'.
I have only been wanted once which was caused by my own mistake when landing at an outpost. I
think I must have been trying to land on the incorrect pad and was warned for loitering, warned again when I continued trying to land on it and finally blown up! Because the station was quite a long way out from the main core area and the station I had started from, when I respawned back in the game I was back at the original station many light years away. I tried to pay the fines but was in the wrong system and couldn't find anywhere to pay them, eventually becoming wanted. I managed to reach the original outpost and pay the fine, clearing my name and have remained clean since then.
Another common mistake is to upgrade to a better ship without adequate 'insurance' to rebuy it if it is lost; or buying too much cargo without leaving enough credits for insurance. Very easily avoidable with common sense.
