This is the core of our society problem.  Gaps in communication are filled with hate and demons.  If we filled those gaps with compassion and assume intelligence in place of stupidity, the disconnect would not foster.  I predict a banishment faster than covid.  It takes one thought, one moment, to realize our wrong doing.  Every person is smart. There still has to be a national overall strategy. The States can modify it to suit their particular circumstances.
