I tried a new usb mic and still no dice. Last night deleted AH3 and did a fresh install. Will try everything again today. 
the step are....
install mic
right click "speaker" icon and click sound settings
scroll down to "input" to see if the mic you just plugged in is selected. If not, select it.
in the search bar next to the start button (lower left) type "recorder"
open sound recorder.
click the record button and speak into the mic.
click the stop, then play back the recorded message.
Start the game and login going to the MA
open the sound setting a check to see if the correct mic is selected, if not select it.
open the radio by hitting the "/" key
in the far right drop down box "v" use your mouse to highlight then erase what ever is there and type your ingame name, hit "enter"
press "t" and speak.
when you release the key you should hear your voice.
This is if everything goes right, you find your mic in the setting, you hear your message in the windows sound recording and so on. If something doesnt work, be specific as to where it failed.
