No, he has not taken responsibility. To do that, he has to take corrective action. Due to the how the ranking system works, if he does nothing else the entire month, he will still end up most likely in the top 10 in rank (something I am sure he is smart enough to have figured out). Sitting it out is just sitting on the lead, nothing more.
To truly "take responsibility" for his action would mean to take corrective measures. I suggest he should intentionally auger about 100 times, making sure to fly for about 2 minutes each time he does, firing into the ground as he goes. This would be the way to obliterate the inflated kill/death ratio, kill/time scores, and hit percentages his cheating has caused.
Once knocked back into the "rankless 1000's", I would consider it an "atonement for the sin". Right now, it is just grabbing attention IMO, not a true mea culpa.
