There is no such thing as a "line in the sand" or a "gray area", as fixed ideas.  It is all about context and the environment/atmosphere in the arena.  It is, at best, a moving target.

Treating anyone in a manner, which is creating a negative environment in the arena, is also accepting the fact you may lose your text and/or VOX privileges.

That is about as simple as it gets.

So if I call someone "weak" and they report me, I get muted when the report logs are reviewed?  Per your definition it was a negative comment and they took offense and since there is no gray area a mute is the only course of action.  And since there is no gray area all punishments should be the same since gauging the severity of the offense implies there is grayness.
